Quality Assurance

The Vanuatu Quality Training Framework (VQTF) was developed by the Vanuatu Qualifications Authority (VQA), formerly the Vanuatu National Training Council (VNTC), to ensure credibility and transparency in the services provided by training providers of technical and vocational education and training (TVET) throughout Vanuatu. It will soon be replaced by a new Vanuatu Quality Assurance Framework (VQAF) that will cover all post-school education and training (PSET). 

 

The VQTF 2010 consists of standards for registered training providers, standards/criteria for course accreditation and standards for registering/accrediting bodies, such as VQA or previously VNTC. The standards for provider registration and course accreditation embrace the assessment of training provider capabilities, and in particular, whether the providers effectively offer training and assessment services up to clients' expectations.

 

As part of the registration and accreditation processes, assessment of that capability takes place through undertaking a desk or site audit, in what is called a compliance audit.

 

The Meaning of Quality


In an industry context, quality may be defined as "a predictable degree of uniformity and dependability at low cost with a quality suited to the market". More specifically, in the workplace, quality means achieving and maintaining excellence in products, processes, people, planning and systems. It is often reflected in the degree to which products and services meet customer requirements, and may be measured by comparing products and services to those of competitors. There is constant pressure on industry organisations to exceed the quality standards of their competitors and provide customers with new and improved products and services.


Quality Assurance for education and training programs could focus on, but need not be limited to, policies, processes and practices relating to:

  • producing and implementing a TVET or PSET strategic plan
  • investigation
  • implementation
  • delivery
  • industry work placement
  • enrolment and exit
  • assessment and record keeping
