External Review Report

Based on the Vanuatu Agriculture College External Review Report, the overall performance of the Provider has been judged as “Poor”.  VQA Board during its meeting on the 19th of August 2021 made the following decision to:

1) Assigns the Quality Assurance Status of Poor to the provider, which is in agreement with the above judgement of the overall performance of the provider. The provider is not suitable for re-registration at this time.

2) Requires the provider to suspend all new enrolments in 2022 until such time as the provider has:

a) addressed all critical recommendations as listed in the table below; and

b) has submitted an appropriate Rectification Plan, approved by VQA Board, to address all other recommendations in a timely manner.

3) Removes VAC’s Approval to Deliver for the AFAQ10316 Certificate I in Aquaculture and AFTF20718 Certificate II in Aquaculture (Tilapia Farming), requiring the college to re-apply once required resources and academic personnel are re-established.

4) Requires a further External Review be conducted on VAC’s operations, once the provider is ready for and has applied for re-registration, before re-registration of the provider occurs.

5) That the VQA Board ensures all “Mid-Term External Reviews” occur with all registered providers, as outlined in the VQA Quality Policy, to identify and address significant provider issues early in the provider registration cycle.

6) Request Tertiary Education Directorate (TED) to develop and implement a further capacity building program for all registered providers, focusing on key risk areas including governance, leadership, quality, course development, assessment, moderation and internal auditing. As a regulator, it is evident VQA is facing an increasingly conflicted situation with providers seeking capacity building support but also needing to have performance issues addressed via regulatory functions.

Vanuatu Maritime College

Vanuatu Maritime College

Based on the Vanuatu Maritime College External Review Report, the overall performance of the Provider has been judged as “Poor”.  VQA Board during its meeting on the 19th of August 2021 made the following decision to:

1.Assigns the Quality Assurance Status of ‘Poor’ to the provider, which is in agreement with the above judgement of the overall performance of the provider.

2.Cancels the registered provider status of Vanuatu Maritime College Limited, a limited by guarantee company, being the current VMC legal entity.

3.Recommends to Ministry of Infrastructure and Public Utilities (MIPU) and the Ministry of Finance and Economic Management (MFEM) that all payments of government grant funding to Vanuatu Maritime College Limited cease immediately.

4.Recommends to the Commissioner of Maritime Affairs that it immediately assumes responsibility for the delivery and assessment of basic safety training (Safety Certificate) certification, until such time as a new, appropriate maritime training provider is established, amending The Shipping Act [CAP53] as may be required.

5.Recommends to VMC Board of Management the appointment of a liquidator to Vanuatu Maritime College Limited to wind up the affairs of the company legal entity. The employment of all VMC personnel is to be terminated, with resulting redundancies providing one option for the recovery of the personnel salary loan advances.

6.Advises VMC Board of Management that, due to VMC CEO’s mismanagement of government funding and other actions, VMC Board of Management must terminate his employment agreement.

St. Michel Technical College

St. Michel Technical College

According to the External Review Report, the overall performance of St. Michel Technical College has been judged as “Poor”. VQA Board during its meeting on the 19th of August 2021 made the following decision for St. Michel Technical College to:

1)Urgently review the quality management system (QMS) for St. Michel to ensure it is aligned with the VQAF standards of registration, and have it approved by its governing body. Then organise an information session for all staff and management on the policies and procedures for their understanding;

2)Ensure learners who have successfully completed the requirements of the three accredited courses since 2017 are awarded with the required recognised qualifications before the end of 2021 training calendar year;

3)Advice St. Michel Technical College management not to enrol new trainees in 2022 until all recommendations of this external review report are satisfactorily rectified by the management and verify by VQA.

4)Immediately develop a corporate plan that will assist the institution in the implementation of its strategic plan. Ensure reliable business plans are developed and approved by the institution to be implemented annually;

5)Review the current organisational structure (and remove the names of individual on the structure) to ensure the organisation’s vision and its strategic plan are effectively implemented. Ensure the College Council approves the revised structure;

6)Develop a financial plan to show the viability of the institution that will sustain itself within the next five years.

1006   Matahi Rural Training Centre Matahi Rural Training Centre

Base on Matahi Rural Training Centre External Review Report, the overall performance of the provider has been judged as “Poor”. VQA Board during its meeting on the 19th of August 2021 made the following decisions for Management of Matahi RTC to:

1)Stop all new enrolment until all issues identified in this report including infrastructure damaged during cyclone Harold are satisfactorily addressed by the management and verify by VQA before the commencement of new enrolment.

2)Immediately develop a new strategic and corporate plan that will assist the development of the RTC within the next five years. Ensure reliable business plan is developed and approved by the management to be implemented annually;

3)Review the current organisational structure to ensure the organisation’s vision and its strategic plan are effectively implemented. Ensure the RTC management committee approves the revised structure;

4)Urgently review the quality management system (QMS) for the RTC to ensure it is aligned with the VQAF standards of registration, and have it approved by its governing body. Organise an information session for all staff and management on the policies and procedures for their understanding;

5)Ensure the management committee of the RTC is functioning, and carrying it roles and responsibilities as required under the RTC constitution.

6)Ensure the management recruits suitable qualified personal to manage the RTC and to deliver course to trainees;

1005 Lume Memorial Rural Training Centre Lume Memorial Rural Training Centre The External Review Report shows that the overall performance for Lume Memorial Rural Training Centre has been judged as “Poor”. VQA Board during its meeting on the 3rd February 2022 made the following decisions to:
1.    Assign the Quality Assurance Status of POOR to Lume Memorial RTC, which is in agreement with the above judgement of the overall performance of the provider.
2.    Stop all new enrolment until all issues identified in this report are satisfactorily addressed by the management of Lume RTC and verify by VQA before the commencement of new enrolment.
3.    Urgently review the policies and procedures of Lume quality management system (QMS) to ensure it is aligned with the VQAF standards of registration, and have it approved by its governing body. Organise an information session for all staff and management on the policies and procedures for their understanding;
4.    Immediately develop a new strategic and corporate plan that will assist the development of the RTC within the next five years. Ensure reliable business plan is developed and approved by the management to be implemented annually;
5.    Review the current organisational structure to carter for the creation of a new ‘Director’ position and ensure the organisation’s vision and its strategic plan are effectively implemented. Ensure the RTC management committee approves the revised structure.

3001 Vanuatu College of Nursing Education Vanuatu College of Nursing Education Based on the External Review Report, Vanuatu College of Nursing Education’s overall performance has been judged as “Poor”. VQA Board during its meeting on the 3rd February 2022 made the following decisions to:
1.    Assign the Quality Assurance Status of ‘Poor’ to the provider, which is in agreement with the above judgement of the overall performance of the provider.
2.    Cancel the registered provider status of the Vanuatu Government Ministry of Health (MoH), being the current VCNE legal entity, preventing any further applicant enrolment into VCNE’s accredited courses, due to the critical Conflict of Interest demonstrated by MoH in its management of the college.
3.    Advice MoH that it must refund the dramatic course fee increases for all current Diploma of Nursing students (Years 2 & 3 students only – 88 students) and the Graduate Diploma of Midwifery students (16 students) that graduated in 2021 due to the misleading nature of these fee increases for existing students.
4.    Advice that should MoH refuse to process refunds for affected students in a timely manner, support all current students in making complaints to the Office of the Ombudsman against the MoH, VNCE for maladministration.
5.    Recommend to the Vanuatu Government through Development Committee of Officials (DCO) and Council of Ministers (CoM), the establishment of a new Nursing and Health training provider. If properly resourced, this could be a new provider under its own Act of Parliament. Ownership of all existing VCNE equipment should be transferred to the new entity for its use, with the entity ideally being located in alternate facilities outside the VCH compound.
6.    Recommend to Vanuatu Government through Development Committee of Officials (DCO) and Council of Ministers (CoM), the establishment of a new Vanuatu Institute of Higher Education (IHE), to assume the operations of all Vanuatu Government owned registered providers where a quality status of ‘poor’ has been determined. The new institute, created in line with the National Human Resource Development Plan (NHRDP) Implementation Plan 2025, is to support the merger and efficient restructuring of any government owned registered provider in cases where any provider is unable to be re-registered due to critical quality issues.

1008 Pektel Rural Training Centre Pektel Rural Training Centre According to the External Review Report, Pektel Rural Training Centre’s overall performance has been judged as “Poor”. VQA Board during its meeting on the 3rd February 2022 made the following decisions to:
1.    Advice the management of Pektel RTC to stop the enrolment of new students in 2022 until they have satisfactorily rectified all issues mention in this report, and VQA has verified all rectifications made.
2.    Request the management of Pektel RTC to urgently recruit a qualify permanent Manager for the RTC as the current Acting arrangement was initiated as a short-term arrangement.
3.    Advice the VQA secretariat, the Vanuatu Skills Partnership and the Tertiary Education Directorate to develop a strategy on how the RTC should be supported in implementing the recommendations of this external review report.

4003 Edwards Institute of Technology Edwards Institute of Technology Based on the External Review Report, Edwards Institute of Technology’s overall performance has been judged as “Poor”. VQA Board during its meeting on the 3rd February 2022 made the following decisions to:
1)    Assign the Quality Assurance Status of POOR to the provider, which is in agreement with the findings and judgement of the overall performance of the provider.
2)    Advise EIT management to stop new enrolment of learners in 2022 at its Port Vila and Luganville campuses until issues identified in this external review report are satisfactorily rectified by EIT management and verified by VQA.
3)    Advise EIT management to rectify ALL issues mention in this report before the commencement of any new enrolment of students.
4.    Advise the management of EIT to ceased the enrolment of students into the Advance Diploma of Information System until appropriate qualified trainers are recruited by the institution.
